One of the gravest threats to the Western world emanates from the possibility of a nuclear detonation in the atmosphere above major cities and urban populations of Western countries. Know as an electro- magnetic pulse attack, a nuclear explosion of this magnitude could devastate whole continents, shutting down local and even national electrical grids and causing massive civil unrest. In response to the threat of such an attack, an international organization named the Electric Infrastructure Security Council (EISC) has been established to address governmental preparedness and to advance measures to both prevent such an attack and to suggest recovery plans
